Defence Technology Management

You oversee the team in the implementation of MINDEF's defence technology security policies so as to safeguard Singapore's defence and security interests. To do so effectively, you will need to collaborate and interact with internal and external agencies. You carry out technical assessments of defence equipment and technologies related to non-proliferation and export controls. You also conduct analytical studies related to the job. In addition, you examine defence systems and technologies to assess the impact of their transfers. Your challenge lies in keeping abreast of developments in strategic issues and current affairs that are related to export control and non-proliferation.

You must have a tertiary qualification, preferably in a Technical or Scientific field, with at least 6 years' relevant experience. Having prior experience and knowledge in defence-related work and/or export control [e.g. Singapore Strategic Good (Control) Act] is advantageous. Possession of good communication and writing skills is essential.

You review the MINDEF's strategy and roadmap for environmental sustainability, in line with national developments and whole-of-government efforts. You will be responsible to establish policies to ensure MINDEF-related organisations' effective contribution towards MINDEF/SAF's sustainability targets. Your challenge lies in understanding complex policy issues, providing sound analysis, highlighting potential trade-offs and articulating considerations to senior management.

You assist in developing plans and specific steps to achieve the Republic of Singapore Navy (RSN)'s long term sustainability-related goals. On this, you implement climate mitigation and adaptation plans within RSN. In addition, you will drive the sustainability education and communications efforts at the RSN's level. Your challenge lies in staying abreast of green technology, implementing it within the RSN and leveraging these technology to help the RSN achieve its sustainability goals.

You must have a tertiary qualification in Sustainability, Environment, Corporate Social Responsibilities, Data Analytics, or any related field, with at least 6 years' relevant experience. Having certifications related to sustainability, environment management and/or maritime sector is advantageous. You should possess understanding in sustainability, climate changes issues, and how they impact the public sector.

You drive the master planning effort for Quantum Research and Technology (R&T) encompassing Quantum Communications, Quantum Computing, and Quantum Sensing, and initiate projects and collaborations to realise the Quantum Research and Technology masterplan. You are responsible for the development and implementation of end-capability Systems roadmaps involving Quantum. You set strategies to tailor capability development (CapDev) processes based on project nature for greater agility and user-centricity, while putting in place targeted safeguards to upkeep fundamental governance principles such as value for money. You will be responsible to drive the implementation of the new multi-modal CapDev (MMCD) framework. Your challenge lies in steering challenging discussions with DSTA and SAF stakeholders, to effect mindset shifts and needle-moving policy enhancements to MINDEF/SAF's CapDev processes.

You oversee the governance of defence exports and technology security which covers the strategy, policy and systems. You also drive the compliance plans and processes to safeguard MINDEF/SAF’s defence technology. Your challenge lies in maintaining effective and efficient controls amidst an evolving Tech-Sensitivity and geopolitical landscape while having a strategic view of Singapore’s export controls regime in order to position Singapore's defence industries to meet MINDEF/SAF requirements. You must be able to work with a diverse range of stakeholders and balance their views and input in the formulation of policy options for mutual benefits and interests.

You must have a tertiary qualification, preferably in Engineering or in a Technical field, with at least 10 years’ work experience in the area of export controls and/or defence technology systems. You drive and develop the overall Research and Technology (R&T) Strategy of Dual-Use Critical Emerging Technologies (CETs) such as Microelectronics, Quantum, and Artificial Intelligence to meet SAF/MINDEF needs. You develop a strategy to build up sovereign capabilities, improve resilience of access to these technologies, and build up the portfolio and network of dual-use technology providers. In addition, you will be in charge of coordinating with national efforts and advancing MINDEF’s R&T efforts in CETs with deep tech start-ups, Small-Medium Enterprises, and Large technology companies globally.

You lead project teams to plan and execute the upgrading programmes for the Republic of Singapore Navy (RSN) platforms, ensuring that the upgraded platforms meet operational requirements and performance within project timeline and cost. On this, you balance project requirements with stakeholder needs to maintain business-as-usual activities. You also deliver and validate upgraded and new capabilities. In addition, you provide cross-cutting oversight to ensure commonality across upgrading platforms. Your challenges lie in delivering upgraded platforms within tight timelines, balancing project requirements against operational demands, and driving multi-partite project management to ensure tight operational-technical integration.

You oversee the defence technology collaboration with US and Europe with the key aim of securing technology access for MINDEF. On this, you lead efforts to analyse trends and cross-cutting issues with potential implications to bilateral technology cooperation so as to review country strategies and identify new opportunities to strengthen partnerships amidst the changing technology landscape and geo-political changes. You work across a wide spectrum of local and foreign stakeholders, such as the Defence Technology Community (DTC) entities, DTC HQ departments, Defence Policy Office and Defence Technology Attachés, to align and implement defence technology collaboration strategies to advance MINDEF’s interests, for example, in acquisition programmes, and Research & Technology. You lead Defence Technology Collaboration Office (DTCO)’s planning for major events (e.g. Singapore Airshow) to strategise engagements for DTC principals and foreign counterparts, and also oversee the effective corporate functioning of the DTCO.

You must have a tertiary qualification in Science or Engineering related fields, preferably with at least 10 years' experience in foreign relations and/or technology-related work. Having strong networking and analytical skills with clear and concise oral and written communication proficiency is essential. The work environment is fast-paced and dynamic and the job-holder should be a versatile and resourceful leader, with a proven ability to multi-task, prioritise assignments and lead teams to work on evolving issues under pressure.

You also ensure that the defence industry can provide critical support and services to the Singapore Armed Forces (SAF). You also develop land-use strategies and support strategic MINDEF/national-level development projects that have high impact on land and resource, and drive initiatives to improve energy and water efficiency and infrastructure sustainability in MINDEF. You must have a tertiary qualification, preferably with at least 2 to 3 years’ work experience in engineering and/or technical project management, or a related field. Knowledge in policy making, strategic planning, governance, engineering and/or project management is preferred. Proficiency with data analytics and visualisation tools will be beneficial.
