Strategic Communications

You lead a team that drives the redevelopment of the Army Museum of Singapore (ARMS). On this, you develop content for ARMS, and also perform project management to ensure that vision is translated into the final product. You also design and establish the systems and mechanisms to facilitate the curation of both artefacts and stories across Our Singapore Army's formations, ensure Army's heritage is well-managed. In addition, you interact with the broader MINDEF/SAF heritage eco-system, contributing to Army's features within the upcoming NS Gallery, and overall ensuring Army's heritage is well-represented. Your challenges lie in serving as the Army's main driver for curatorial content, providing curatorial oversight to ensure that the ARMS' revamp Contractor effectively translates the curatorial vision into an attractive and engaging experience for visitors, as well as completing a stocktake of Army's artifacts and developing key artifacts and heritage stories across Army Formations.

You must have a tertiary qualification in History, Museum Studies or any relevant social sciences field. You should have at least 10 years' work experience in museums or galleries in the areas of curatorial content development and in project management regarding the set-up and revamp of a museum/gallery/exhibition. You oversee the strategic planning, research, and content production for selected MINDEF/SAF websites to engage target audiences on defence and security matters as well as other national issues. You are responsible for the administration and management of selected MINDEF/SAF’s internet websites, including running day-to-day digital website operations and web audience engagement efforts. You need to ensure that web content is up-to-date and work with relevant partners and experts to ensure that website IT infrastructure is secure, reliable, and scalable. One of your main responsibilities is also to provide web content and operations support as part of digital crisis communication and incident response.

You are also responsible for the conduct of periodic reviews of the websites’ performance and updates to senior management. You need to design and implement changes to websites in order to enhance user interface/user experience (UI/UX) and ensure web content remains effective and engaging. You also function as a key liaison between internal and external stakeholders on management of the websites. You lead benchmarking and horizon scanning efforts to enhance performance of the websites. You spearhead experimentation with emerging digital media technologies relevant to website engagement. Your challenge lies in staying updated on latest developments in the digital media space, including relevant developments in international and domestic law, regulations, policies and guidelines.

You must have a tertiary qualification, preferably in the field of Information Technology, web development, computer science, systems engineering or a relevant domain. Having at least 6 years' relevant working experience, with 2 or more years in a supervisory or leadership role is advantageous. Familiarity with and ability to use web content management systems (CMS) web-related programming language preferred, e.g. HTML, CSS, JavaScript is essential. You should preferably possess certification in Project Management e.g. PMP/PRINCE2 or formal certification in relevant domains e.g. Intrusion Detection Systems (IDS), Intrusion Prevention Systems (IPS), security audits, User Interface/User Experience (UI/UX) design, Search Engine Optimisation. The Media Sense & Response teams provide timely updates and analysis of reports and discussions relating to MINDEF/SAF as well as on defence and security issues. The teams also provide an overall picture of the information domain landscape for key stakeholders, identify and provide assessments on possible risks to the image and reputation of MINDEF/SAF.

On this, you monitor and analyse media coverage and discussions across all traditional and online media platforms and identify significant conversations that have potential repercussions on the image and reputation of MINDEF/SAF and conduct preliminary risk assessment when necessary. You also deliver regular media summaries and incident-related reports to facilitate decision-making and strategic communications efforts. Your challenge lies in managing the massive influx of information to identify and sense-make key events/communications issues, curate these into products and make recommendations to support decision making. During crisis communications, you plan and execute crisis communication efforts in support of MINDEF/SAF’s communication objectives, principally to preserve and strengthen public trust and confidence in national defence, NS and the SAF when necessary.

You must have a tertiary qualification, preferably in Communications, Social Sciences or Science and Technology, with a good understanding of the media landscape and an interest in political, defence and security developments in Singapore and the region. Proficiency in Microsoft Office applications and a good command of spoken and written English is essential. You must be able to think on your feet in times of crisis and have a good sharp mind. Relevant experience in journalism, media, public relations, corporate communications, and/or corporate planning is advantageous. You conceptualise, conduct research, seek feedback to propose ideas and develop relevant content resources targeted at Singaporeans, with the objective of engaging them to better understand Singapore's challenges (past and present), how we overcome them and the efforts to move Singapore forward. You are responsible for MINDEF/SAF’s online and web presence, primarily through the MINDEF corporate website and sub-sites. You will work as part of a team to transform raw content into highly usable and effective websites. In addition, you are responsible for daily website operations, maintenance, and performance of selected MINDEF/SAF websites, including reporting and liaising with key stakeholders. You project manage web projects, including sizing up project requirements, identifying and engaging stakeholders, sourcing for content, and monitoring progress. You plan and implement stakeholder engagement for Total Defence, National Education and Support for Defence, to enhance Singaporeans’ commitment to defence and commitment to Singapore. You are part of a team that is responsible to manage the strategic communications effort for the Republic of Singapore Air Force (RSAF)’s capability and organisational developments, through the development of relevant strategic communication and information management plans. You review and revise Information Management Plans for existing RSAF projects, where necessary. You will require a good understanding of considerations such as identifying areas to be released to the public, developing the information management approach and preparing the necessary publicity collaterals. You are part of the team at Nexus that drives the strategic development of MINDEF/SAF’s museums. These museums are key channels for engagement with Singaporeans on defence issues, to help Singaporeans better appreciate the importance of defence and understand potential threats and challenges confronting Singapore. You plan, research, create, produce, and present digital content for various social media channels to help MINDEF/SAF engage key stakeholders and the general public on defence and security matters and other national issues. You act as a multimedia communications professional who creates various forms of content for social media channels, including capturing visuals, hosting, editing, clearing, and publishing content. You also ensure the smooth running of the social media platforms, assess and respond to online feedback, and engage communities. You review social media engagement and campaign success regularly, including conducting data-driven analysis, deriving actionable insights, staffing reports, and making recommendations. You conduct studies to benchmark performance with relevant entities, including conducting professional exchanges as required. You also design and manage digital engagement campaigns, including planning digital media buys and working with influencers.
