You lead the Army's efforts in developing and operationalising systems and infrastructure for one-time procurement. You spearhead the Army's own independent procurement development efforts, while collaborating with cross-MINDEF stakeholders in the development of MINDEF-wide procurement systems. By enabling more efficient and more robust procurement practices and governance, you are pivotal in maintaining and improving procurement excellence within the Army. Your challenge lies in developing solutions such as IT systems to address the rising operational costs.

You must have a tertiary qualification, preferably in Finance, Business, Supply Chain, Logistics, Facilities Management, Operations Management, Engineering, Food Science, or Retail. You must have at least 6 years' experience in procurement or contract management.

You manage contracts under the SAF Medical Training Institute (SMTI). On this, you work closely with various stakeholders to ensure timely implementation and proper management of contracts. You are also involved in contract audit. You manage a division’s financial operations and implement internal controls, processes, and systems. Your responsibilities include budget planning, monitoring financial performance, and ensuring compliance with governance standards. You provide advice on procurement policies, resolve vendor issues, manage purchases, and secure funding. Additionally, you will serve as Treasurer, lead financial training initiatives, and guide Army personnel on fund management and finance policies.

You oversee the capital budget and establishment accounting matters for the Digital and Intelligence Service (DIS). On this, you coordinate with various entities to ensure alignment in the capital budget and establishment accounting matters. You consolidate, review, prioritise and optimise the budget and undertake annual and quarterly reporting. You also support the development of new capabilities as part of the capital budgeting management for the Command. In addition, you organise and coordinate the Command Workplan. Your challenge lies in having to sense-make across competing demands in order to recommend the prioritisation for capital budget and establishment accounting matters.

You must have a tertiary qualification in Finance or any related field, with at least 4 years' experience in the area of Budgeting and Establishment Management. Possession of good communication, time management and good planning abilities is essential. You are responsible for the governance, planning and management of the allocated budget. On this, you prioritise and review requirements, ensure efficient allocation and utilisation of the budget to support the actualisation of short and long term goals, consolidate and assess budget requirements, and analyse budget performance to make recommendations on the resource allocation. You design operating procedures and oversee the operations of a printing centre which provides in-house printing services to all SAF units. On this, you supervise two teams to ensure the timely delivery of all print jobs and maintain high-quality control that aligns with service delivery and product quality standards. You oversee and optimise the budget and investment returns for Information Technology (IT) projects. On this, you track the annual budgets allocated to these IT projects, maintain the Key Performance Indicator (KPI) library and monitor the delivery of these KPIs by the project teams. You reinforce a performance driven culture by ensuring the project teams achieve the targets and give regular updates and recommendations on prioritisation of new and existing projects to management. You also manage the budget and expenses for the department’s operations. You work in the Investment Office (The SAVER-Premium Fund Department) which is responsible for investing and managing the retirement fund of our SAF servicemen. The investment office cover the full range of front to middle office functions, including investments, research, risk and governance, and performance reporting. Your challenge lies in having a good understanding of the global economy and investment landscape, and the corresponding investment analytics required to drive investment returns.

You assist in fixed income and external fund management. On this, you lead in conducting quantitative and qualitative fixed income investment strategy research, and monitoring fixed income markets. You contribute to the generation of strategic and tactical asset allocation ideas in fixed income, and monitor, analyse and advise the Board and MINDEF senior management on the performance and investment of the Fund assets. You also provide research to help formulate investment strategies internally. In addition, you are responsible for fund selection and management, which you research and assess external fund managers (fixed income) and propose such potential new fund managers, and review existing managers. You are involved in investment operation processes and participate in ad-hoc projects and duties assigned.

You must have a tertiary qualification in Economics, Engineering, Accounting, Finance or Business, preferably with at least 6 years' work experience in investment management industry. CFA, MBA or other advanced qualifications is highly preferred. You must demonstrate ability to engage senior level management and possess good written and verbal communication skills with strong presentation skills, as well as strong understanding of financial and investment products. You assist in formulating strategies to communicate the attractiveness of the SAVER-Premium (SP) Fund to members. You help to drive digitalisation projects to enhance strategic member engagement, education and capabilities for data analysis of member data and fund management. On this, you assist in formulating strategic proposals and reviews to communicate the attractiveness of the SAVER-Premium (SP) Fund to members, through details such as the fund performances, investment choices, and other relevant information for member education. You review and implement solutions to enhance the effectiveness of member outreach, and improve members’ confidence and satisfaction in the fund management and investment. You collaborate with MINDEF/SAF/WOG agencies to drive digitalisation projects to enhance strategic member engagement, education and capabilities for data analysis, such as building up a new database system to better manage member data and statutory reporting. You will also be expected to maintain the SP Fund websites (on intranet/internet platforms) and their content development, as well as any other tasks/projects assigned to the branch/department. Your challenge lies in being able to establish effective communications contents and collateral on the attractiveness of the SP Fund. You will also be expected to simplify complexities, and articulate your thoughts and ideas in simple terms.

You must have a tertiary qualification in Economics, Engineering, Business Administration, Business Studies, Communications, or other relevant fields, with at least 2 years' experience. Relevant experience in policy formulation and data analytics is advantageous. You should also be attentive to details, analytical and proficient in Microsoft applications.
