Defence Policy

You lead workstreams to tailor capability development (CapDev) processes based on project nature for greater agility and user-centricity, while putting in place targeted safeguards to upkeep fundamental governance principles such as cost prudence and system safety. You will be responsible to codify new CapDev processes, and develop the roadmap to materialise the digitalisation of MINDEF/SAF's CapDev processes. Your challenge lies in understanding a wide range of cross-cutting CapDev-related issues, and harmonising the considerations of different CapDev stakeholders across the defence ecosystem.

You must have a tertiary qualification, preferably with at least 6 years' work experience in the area of defence technology. Possession of strong interpersonal, analytical and planning skills is required.

You develop the Defence Relations and International Engagement (DRIE) strategy to guide MINDEF/SAF’s Defence Relations (DR) efforts in the area of cyber. On this, you review, analyse and provide policy recommendations regarding MINDEF/SAF’s engagement strategy, collaboration, and defence relations. You also lead efforts to formalise collaboration efforts with foreign cyber partners and work closely with various stakeholders to ensure that cyber collaboration and cyber defence relations policies are well coordinated. Your challenge lies in understanding the cultural and security considerations underpinning defence relations as well as anticipating issues and identifying opportunities for enhancing collaboration.

You must have a tertiary qualification, preferably in Political Science, International Relations, Communications, Economics, History, or any related field, with at least 6 years' working experience in policy or international relations. You must have strong conceptual ability, mastery of written and verbal communication skills, and the ability to build collaborative relationships with stakeholders. Having a keen interest in cyber and current affairs is advantageous. You should also be committed to achieving results, be adaptable and able to work independently, have good time management and organizational skills, and be able to work under pressure and deliver results in short timelines.

You formulate strategies and policies to strengthen the Defence Industry Ecosystem’s ability to support future requirements of MINDEF/SAF amidst an evolving and fast-changing landscape. On this, you perform horizon scanning of emerging threat vectors at the national and global level to identify opportunities and synergies to develop our defence industry. Your challenge lies in understanding complex policy issues, providing sound analysis, highlighting potential trade-offs and articulating considerations to senior management.

You must have a tertiary qualification, preferably with 6 years’ work experience in planning and policy formulation. Possession of strong interpersonal, analytical and planning skills is required.

You play a pivotal role in shaping and advancing Singapore’s defence and external security interests. On the job, you develop strategies to advance Singapore’s security objectives, and advocate for Singapore as a security cooperation partner of choice in the region. You also track geopolitical and security developments, and advise MINDEF leadership on implications and policy responses, for both the near and the long-term. You must stay abreast of developments in our ever-changing security environment and emerging technologies, identify opportunities and risks, and form timely, relevant and forward-looking solutions.

You must have a tertiary qualification, with a keen interest in international affairs and security issues. We welcome proactive and collaborative team players from diversified backgrounds including STEM-related disciplines, with strong analytical abilities, the capacity to think flexibly and innovatively, as well as strong writing and presentation skills. Appointment will be commensurate with your experience. You may be required to travel overseas for work.

You also manage and execute in-country and overseas bilateral and multi-lateral visits, meetings, conferences, and exercises. Your challenge lies in understanding the cultural and security considerations underpinning defence relations as well as anticipating issues and identifying opportunities for enhancing collaboration.
