You lead and supervise a team to engage and motivate MINDEF/SAF personnel to contribute to innovation. This includes designing, measuring, and reviewing the innovation strategy and programmes to strengthen the future of workplace, people capability, and leverage on technology for effective and efficient transformation of daily work processes. In addition, you develop change management frameworks, implement and review plans to support key change and adoption of innovation initiatives, as well as profile MINDEF/SAF's innovation efforts through internal and external publicity and communications channels. Lastly, you conduct research and scans on transformation and innovation trends, methods, and best practices for learning and adoption opportunities, as well as refine and upkeep the management and governance of the innovation fund to enable experimentations, trials, and prototyping of concepts. Your challenge lies in keeping abreast and making sense of new developments and practices in the Public Service, academia, and private sector industries to recommend changes and/or improvements to strategies, initiatives, and practices to better meet organisation's innovation needs. You must be the subject matter expert in innovation, Design Thinking, Agile principles, and measurement methodologies for the conduct of innovation programmes, campaigns, and ethnographic research.

You must have a tertiary qualification, preferably with 8 years' working experience in organisational transformation and innovation, with knowledge in business digitalisation, human-centred design, communications, and change management. You should possess strong project and stakeholder management skills, high business acumen, and empathetic with analytical thinking. You should understand Design and Agile principles, have an iterative approach to all aspects of daily work. You must be able to work independently and collaboratively in a fast-paced environment to deliver relevant solutions.

You drive and develop the spectrum of policies and initiatives associated with defence cyber collaboration and defence relations with partner countries. On this, you support efforts by MINDEF/SAF to enhance defence cyber cooperation with foreign and local partners. You strategise and oversee the continued and regular engagement of partner countries and continuously seek to raise the level of cooperation and ties with the cyber agencies of these countries. You also act as Head of Cybersecurity Centre of ADMM Cybersecurity and Information Centre of Excellence (ACICE).

You must have a tertiary qualification, with at least 10 years’ work experience in policy and/or international relations. You must have strong written and verbal communication skills, and the ability to build collaborative relationships with stakeholders. You should have a keen interest in cyber, current affairs, and international politics. You should be committed to achieving results, be adaptable, and be able to work independently.

You lead the transformation of MINDEF into a digital-first, data-ready organisation by developing the MINDEF Data Strategy to drive the exploitation of data for policy reviews, operational decision making, and to derive workforce efficiencies. You also develop and implement data governance and data management policies and processes in support of the MINDEF Data Strategy outcomes, while ensuring measurements are in place to assess data maturity and quality across MINDEF/SAF. In addition, you partner with digital and data stakeholders across the MINDEF/SAF ecosystem to develop data exploitation strategies that unlock the potential of data for various lines of businesses. Your challenges lie in understanding the fast-moving and evolving digital and data landscape, balancing short-term gains with the long-term shift in data usage, effectively communicating with stakeholders, understanding business needs across various domains, and sustaining momentum in the transformation journey.

You must have a tertiary qualification, with a minimum of 8 years' related working experience, including 3 years in a supervisory position. Prior experience in business/digital/data transformation, policy, governance, compliance, strategy and implementation, as well as supervisory and management experience, will be advantageous. In addition, excellent analytical and problem-solving skills, strong written and verbal communication skills, effective influencing and stakeholder management skills, and creativity, along with a willingness to advocate new approaches, are essential.

You will be part of a team responsible for developing and implementing data policies and processes to ensure that our data governance and data management practices support MINDEF/SAF as a data-driven organisation. You will work with Whole-of-Government (WoG) counterparts to stay updated on WoG policy changes, collaborate with internal stakeholders to implement the policies and processes to meet the policy objectives, and ensure that systems and processes are designed to detect policy and process non-compliance. Your challenges lie in navigating a complex organisational ecosystem, adapting to unique use cases, balancing broad policies across different domains, and addressing evolving privacy concerns and public attitudes towards data collection and usage.

You must have a tertiary qualification, preferably in Data Management, Data Science, Business Analytics, Law, or a related discipline, with at least 2 years' working experience. Prior experience in policy, governance & compliance, risk management, data privacy, or AI ethics and governance will be advantageous. Additionally, excellent analytical and problem-solving skills, strong written and verbal communication, presentation skills, as well as effective influencing and stakeholder management skills are essential. Appointment will be commensurate with your experience.

Your challenge lies in keeping abreast and making sense of new developments and practices in the Public Service, academia and industry to ensure sound recommendations to better meet organisational and user needs.

You must have tertiary qualification, preferably with 6 years' work experiences in organisational transformation and innovation fields, with knowledge in business digitalisation, human-centred design, communications, and change management. You should possess good project and stakeholder management skills, empathetic, eye for details, with analytical and critical thinking to facilitate collaborations with fellow colleagues and other public agency officers. You understand business and product development principles, have agile mind-set and approach to all aspects of daily work. You can work independently and collaboratively with internal and external stakeholders. You must have the ability to work in a fast-paced work environment to enable rapid delivery of relevant solutions. Appointment will be commensurate with your experience.
