You lead and supervise a team to engage and motivate MINDEF/SAF personnel to contribute to innovation. This includes designing, measuring, and reviewing the innovation strategy and programmes to strengthen the future of workplace, people capability, and leverage on technology for effective and efficient transformation of daily work processes. In addition, you develop change management frameworks, implement and review plans to support key change and adoption of innovation initiatives, as well as profile MINDEF/SAF's innovation efforts through internal and external publicity and communications channels. Lastly, you conduct research and scans on transformation and innovation trends, methods, and best practices for learning and adoption opportunities, as well as refine and upkeep the management and governance of the innovation fund to enable experimentations, trials, and prototyping of concepts. Your challenge lies in keeping keeping abreast and making sense of new developments and practices in the Public Service, academia, and private sector industries to recommend changes and/or improvements to strategies, initiatives, and practices to better meet organisation's innovation needs. You must have a tertiary qualification, preferably with 8 years' working experience in organisational transformation and innovation, with knowledge in business digitalisation, human-centred design, communications, and change management. You should possess strong project and stakeholder management skills, high business acumen, and empathetic with analytical thinking. You should understand Design and Agile principles, have an iterative approach to all aspects of daily work. You drive data governance and data analysis for the Army. On this, you integrate training analytics insights with other related training work-streams. Your challenge lies in being able to piece vast amount of information to support the larger effort in transforming Army’s training. You conduct data science (DS) projects to enhance MINDEF/SAF’s decision-making in policy, operations and resource management. You apply DS concepts and techniques in the investigation of strategic and high-risk business problems, and produce insights and recommendations for MINDEF/SAF’s management and stakeholders. You are involved in all phases of the DS projects, from conceptualisation, data preparation, analysis and model development, to visualisation of insights and recommendations.
On this, you adopt best practices with regard to data cleaning, preparation and analysis, constantly review the quality of results generated, and explore various concepts and techniques to improve technical accuracy and reliability of results. At each stage of the DS work, you highlight key deliverables and timelines to stakeholders, and manage expectations of the key outcomes. Additionally, you collaborate with business domain experts, as well as technical counterparts from the wider MINDEF/SAF Community, GovTech and other public service agencies to co-create impactful and innovative DS solutions. Your challenge lies in understanding and explaining complex technical insights and the resulting recommendations to a wide range of audiences, from DS practitioners to senior MINDEF/SAF decision makers.
You must have a tertiary qualification in Statistics, Machine Learning, Computer Science, Operation Research or a related quantitative discipline. Knowledge of cognitive psychology would be an advantage. You should preferably have 1 to 2 years’ work experience in a DS/analytics role and in the application of advanced DS techniques such as text analytics, data mining, clustering, machine learning, modelling and simulation. You should also have hands-on expertise in the use of at least one programming language (e.g. Python, R, Matlab, Java). Possession of good communication and interpersonal skills, and being curious, creative, organised and detail-oriented, are essential. Having knowledge of big data processing framework and tools (e.g. SQL, Spark, Hadoop, MapReduce), application development, web programming or visualisation tools (e.g. Qlik, Tableau) is advantageous.

You lead the transformation of MINDEF into a digital-first, data-ready organisation by developing the MINDEF Data Strategy to drive the exploitation of data for policy reviews, operational decision making, and to derive workforce efficiencies. You also develop and implement data governance and data management policies and processes in support of the MINDEF Data Strategy outcomes, while ensuring measurements are in place to assess data maturity and quality across MINDEF/SAF. You must have a tertiary qualification, with a minimum of 8 years' related working experience, including 3 years in a supervisory position. Prior experience in business/digital/data transformation, policy, governance, compliance, strategy and implementation, as well as supervisory and management experience, will be advantageous. In addition, excellent analytical and problem-solving skills, strong written and verbal communication skills, effective influencing and stakeholder management skills, and creativity, along with a willingness to advocate new approaches, are essential.

You are responsible for analysing the manpower data to support manpower planning and policy formulation for Regulars in the Singapore Armed Forces (SAF). On this, you prepare manpower reports to be tabled to MINDEF/SAF HR Conference every year and highlight key recruitment and attrition trends where manpower plan and policy intervention may be required. You also support the build-up of HR analytics capabilities in the SAF to strengthen our ability to recruit and retain and to guide effective workforce management. In addition, you work as the business translator to clarify and address HR business questions through the use of data analytics.
You must have a tertiary qualification, preferably in Engineering, Computing, Operation Research, Applied Mathematics, Business Analytics or related disciplines. Having experience with modelling and visualisation software would be an advantage. You should be comfortable interacting with people, able to analyse and interpret data independently, and explain manpower trends in the right contexts logically and rationally. Appointment will be commensurate with your experience.
