You lead the transformation of MINDEF into a digital-first, data-ready organisation by developing the MINDEF Data Strategy to drive the exploitation of data for policy reviews, operational decision making, and to derive workforce efficiencies. You also develop and implement data governance and data management policies and processes in support of the MINDEF Data Strategy outcomes, while ensuring measurements are in place to assess data maturity and quality across MINDEF/SAF. In addition, you partner with digital and data stakeholders across the MINDEF/SAF ecosystem to develop data exploitation strategies that unlock the potential of data for various lines of businesses. Your challenges lie in understanding the fast-moving and evolving digital and data landscape, balancing short-term gains with the long-term shift in data usage, effectively communicating with stakeholders, understanding business needs across various domains, and sustaining momentum in the transformation journey.

You must have a tertiary qualification, with a minimum of 8 years' related working experience, including 3 years in a supervisory position. Prior experience in business/digital/data transformation, policy, governance, compliance, strategy and implementation, as well as supervisory and management experience, will be advantageous. In addition, excellent analytical and problem-solving skills, strong written and verbal communication skills, effective influencing and stakeholder management skills, and creativity, along with a willingness to advocate new approaches, are essential.

You formulate coherent digital and data masterplans in accordance with MINDEF/SAF's digital and data ambitions while strengthening organisational resilience. You also ensure a harmonised approach for a future-ready enterprise. Your challenge lies in keeping pace with best-in-class digital and data technological developments and contextualising them within evolving governmental policies and defence/security operational landscapes.

You must have a tertiary qualification, with at least 10 years' experience in integrating digital and data plans within a complex organisational landscape. Having a proven track record in driving digital innovation and enhancing digitalisation strategies is essential. You should possess the ability to collaborate effectively with stakeholders and integrate external insights into organisational planning. Familiarity with Operational Systems IT (OSIT) frameworks and their application to risk management is also required. You should also be a forward-thinking leader with a passion for integrating digital and data strategies with enterprise risk management.

You lead and formulate strategies to deliver effective business transformation and digitalisation in MINDEF/SAF. On this, you drive the digital strategy, identify the business value of digitalisation, design user service journeys, and develop implementation roadmaps. You also leverage the latest digital technologies to transform MINDEF/SAF digital service delivery in business domains such as Human Resource, National Service, Logistics, Learning and Medical. In addition, you collaborate with other government agencies to leverage whole-of-government digital initiatives. As part of an exciting and dynamic team, you will work with management and stakeholders across the organisation to drive business and digital transformation.

You must have a tertiary qualification in Information Technology, Computer Science or Computer Engineering or a related field, preferably with at least 10 years' relevant working experience in planning and business operations, preferably with policy framework formulation or IT implementation experience. You should be well-versed in strategy development and planning, competent with digital technologies and familiar with design thinking. You should also possess strong leadership and communication skills, good organisational acumen, and the ability to engage effectively with leadership, stakeholders and engineering staff.

You will be part of a team responsible for developing and implementing data policies and processes to ensure that our data governance and data management practices support MINDEF/SAF as a data-driven organisation. You will work with Whole-of-Government (WoG) counterparts to stay updated on WoG policy changes, collaborate with internal stakeholders to implement the policies and processes to meet the policy objectives, and ensure that systems and processes are designed to detect policy and process non-compliance. Your challenges lie in navigating a complex organisational ecosystem, adapting to unique use cases, balancing broad policies across different domains, and addressing evolving privacy concerns and public attitudes towards data collection and usage.

You must have a tertiary qualification, preferably in Data Management, Data Science, Business Analytics, Law, or a related discipline, with at least 2 years' working experience. Prior experience in policy, governance & compliance, risk management, data privacy, or AI ethics and governance will be advantageous. Additionally, excellent analytical and problem-solving skills, strong written and verbal communication, presentation skills, as well as effective influencing and stakeholder management skills are essential. You develop and implement strategic thrusts that result in the advancement of data exploitation in MINDEF. On this, you guide business domains (e.g. HR, NS, Corporate & Finance) to map out their domain-level data strategies to promote the use of data as an integral part of business. You provide enablers and remove impediments for domains in advancing data use. You also partner Data Scientists and relevant specialists (e.g. design thinkers) to provide consultancy to domains as needed. In addition, you track and report the success of the overall data strategy to senior management and WoG. Your challenges lie in understanding the business needs across various domains, engaging multiple stakeholders for them to understand the importance of data quality and data sharing within the organisation, and matchmaking data science possibilities and business requirements.

You must have a tertiary qualification in Computer Science, Business Analytics, Information Technology or any related discipline, with at least 2 years’ relevant work experience. Prior experience in policy/plans work, stakeholder engagement and business analytics will be advantageous. You must be able to multi-task, be a self-starter and have strong written and verbal communication skills. Appointment will be commensurate with your experience.

On this, you champion the understanding of organisational requirements and user needs to design, develop and scale processes, services and products. You also seek out opportunities to enhance innovation, digital and data proliferation and adoption, as well as collaborate and co-create with business owners and expertise to amplify work efficacies, encourage a culture of experimentations, and incentivise new ways of thinking and working. Your challenge lies in keeping abreast and making sense of new developments and practices in the Public Service, academia and industry to ensure sound recommendations to better meet organisational and user needs.

You must have tertiary qualification, preferably with 6 years' work experiences in organisational transformation and innovation fields, with knowledge in business digitalisation, human-centred design, communications, and change management. You should possess good project and stakeholder management skills, empathetic, eye for details, with analytical and critical thinking to facilitate collaborations with fellow colleagues and other public agency officers. You understand business and product development principles, have agile mind-set and approach to all aspects of daily work. You can work independently and collaboratively with internal and external stakeholders. You must have the ability to work in a fast-paced work environment to enable rapid delivery of relevant solutions. Appointment will be commensurate with your experience.
