SPEECH BY MR DESMOND TAN, SENIOR MINISTER OF STATE, PRIME MINISTER’S OFFICE, AT THE 61/2024 SPECIALIST CADET GRADUATION PARADE
Graduands of the 61/2024 Specialist Cadet Course,
Parents and loved ones,
Leaders of the Singapore Armed Forces,
Ladies and gentlemen,

INTRODUCTION

I am honored to be here this evening to celebrate the achievements of these dedicated young men and women. Even the skies are celebrating with you. Today marks a significant milestone, as we look forward to the great things you are about to do as you continue your leadership in service to our nation.

To our graduands, congratulations! This moment reflects your hard work, perseverance, and dedication. Throughout the Specialist Cadet Course, you have gained new skills, overcome challenges, formed lasting friendships, and developed as leaders of the SAF. You embraced rigorous training, pushed your limits, and found strength in the face of adversity. What you have achieved is no small feat, and today, you earn your place among the ranks of Specialists and Military Experts who have come before you. Well done everyone!

THE EVOLVING SECURITY LANDSCAPE

We live in a world that is uncertain and volatile, where conflicts and tensions affect regions both near and far. The growing challenges in the digital and cyber domains highlight that security threats are not just in the physical realm. Meanwhile, transnational terrorism, and extremism remain serious threats with significant implications for Singapore’s multi-cultural and multi-racial society.

Even as we enjoy peace and continue to explore new opportunities, we must remain aware that Singapore is not immune to global and regional instability. As an open and deeply connected nation, our survival and success are closely tied to our ability to engage with the rest of the world. We have indeed over the past decades built a vibrant, diverse economy that thrives on collaboration with other nations, relying on trade routes and supply lines by land, air, and sea. This interconnectedness fuels our prosperity, but it also serves as a reminder that we can never ever take our peace for granted.

BUILDING A READY AND CAPABLE SAF 

In an increasingly uncertain and volatile world, the SAF remains a cornerstone of Singapore’s security, defending against a wide range of threats, safeguarding our sovereignty, and protecting our way of life. This steadfast commitment to defence provides the foundation upon which we build a vibrant, dynamic, and prosperous Singapore.

The SAF continues to adapt and enhance its capabilities to meet evolving security challenges. The addition of the F-35 Joint Strike Fighters, Invincible-class submarines, and Next-Generation Howitzers are just some examples of how the SAF continues to work hard to stay relevant and ready.

Our investment in training ensures that our people are prepared for any situation. The expansion of the Shoalwater Bay Training Area in Australia and the progressive development of SAFTI City allow our servicemen and women to train in diverse training environments, honing the skills necessary to operate effectively across various terrains and operating scenarios.

Beyond defence, the SAF has proven its versatility by successfully undertaking a range of missions, from humanitarian aid to supporting national efforts in the COVID-19 pandemic. This year, the RSAF delivered medical and packed meal supplies to Gaza through Jordan and deployed transport aircraft to deliver aid to communities in our region that are affected by Typhoon Yagi and Tropical Storm Kristine. These efforts demonstrate the SAF’s capability to respond swiftly and effectively to global crises.

THE VALUE OF PEOPLE AND LEADERSHIP

At the heart of the SAF’s success is our people – our soldiers, sailors, airmen, and guardians who bring unique strengths and unwavering commitment to their roles. Our regulars and NSFs collectively ensure that the SAF remains sharp, responsive, and prepared to contribute to Singapore’s stability and security.

Leadership is paramount in the SAF. Our leaders inspire, guide, and prepare our servicemen and women for challenges, helping them develop the trust and resilience needed for success. Leadership is a key factor in ensuring the SAF’s continued readiness and effectiveness.

CALL TO ACTION: GRADUANDS AND LEADERSHIP

To the graduands here today, as you embark on this new chapter of service, I encourage you to embrace your role as leaders. Uphold the core values of the SAF, which will guide your decisions and actions as you navigate the challenges ahead. The journey ahead may sometimes be difficult, but I have full confidence that you will rise to the occasion with courage, honour, and determination. Leadership is an opportunity also for personal growth, even as you strive to inspire and to serve those around you.

As you step into this new phase, remember those who have walked before you and those who have supported you along the journey —your instructors, commanders, peers, and seniors. They have modeled leadership for you, and their example will continue to inspire you as you serve with humility, with passion, and with integrity. Our nation looks to you with hope and confidence.

CONCLUSION

I would also like to extend my heartfelt gratitude to the families, friends and loved ones present today. Your unwavering support and encouragement have played a vital role in shaping these young men and women into the leaders that they are today. I thank all of you for being a strong pillar of strength and support for our servicemen in Singapore.

In closing, my heartiest congratulations to the graduands of the 61/2024 Specialists Cadet Course and my very best wishes as you serve to lead our people, our SAF, and our nation.
