This year marks the 40th anniversary of Total Defence. Total Defence has kept Singapore safe and guided us through many challenges – terrorism, financial crises, and most recently, a pandemic. We overcame these challenges and emerged stronger, because we worked together, stayed united, and each one of us played our part. That is the essence of Total Defence.

Total Defence remains crucial in our next phase of nation building. Our external environment has become more complex and volatile. The major powers are competing to increase their influence and strategic dominance. We are seeing more outbreaks of armed conflicts and violence around the world. These events take place beyond our shores; but they will inevitably have an impact on us, as we are so plugged in and connected to the world.

Meanwhile, existing security threats like terrorism, show no signs of abating. We also have to contend with new threats, such as more sophisticated cyber-attacks, and hostile information campaigns, as well as the growing impact of climate change. Against this backdrop, it is important that we renew, and strengthen our commitment to Total Defence.

That's why we are launching Exercise SG Ready. We will simulate disruptions to power, water, food supplies, and digital connectivity; as well as phishing and drone attacks. These will be held in different locations across Singapore, over a two-week period. Through these exercises, we aim to increase our readiness and resilience to crises and threats.

I am very happy to share that more than 500 schools and organisations will be participating in this year's inaugural Exercise SG Ready. I urge everyone to use this opportunity to learn about the threats facing us, reflect on whether we are ready to deal with such threats, and practise what to do when they materialise.

Over the decades, we have built up a highly capable and effective SAF and Home Team. But the most critical factor in upholding our security is the determination and will of our people. In the end, all of us have a part to play to defend Singapore. Together, we can be ready, resilient, and strong.
