Fact Sheet: Defence Cyber Command and SAF C4 & Digitalisation Command

Introduction

Cyber threats have evolved in complexity and scope. To stay ahead of this dynamic security landscape, the DIS will restructure the existing Cyber Staff and the SAF C4 Command/Cybersecurity Task Force (SAFC4COM/CSTF) into two Commands – the Defence Cyber Command (DCCOM) and the SAF C4 & Digitalisation Command (SAFC4DC). The two Commands will be inaugurated this year.

Defence Cyber Command (DCCOM)

The Defence Cyber Command (DCCOM) will defend MINDEF/SAF against cyber threats. By consolidating cybersecurity entities under a single Command, DCCOM will better advance cybersecurity capabilities and operations, and partner Whole-of-Government (WoG) and the industry to support national cyber defence.

The existing Cyber Staff, and the Cyber Defence Group and Cyber Defence Test and Evaluation Centre (CyTEC) (both formerly under SAFC4COM/CSTF), will be reorganised under DCCOM. The DCCOM will have two new groups: (i) Cyber Protection Group (CPG); and (ii) Cyber Threat Intelligence Group (CTG).

Cyber Protection Group (CPG). The CPG will enhance MINDEF/SAF’s contributions towards national cyber defence. When called upon, CPG will work with the Cyber Security Agency of Singapore (CSA) and other WoG partners to strengthen cyber defence and resilience of key Critical Information Infrastructures.

Cyber Threat Intelligence Group (CTG). The CTG’s mission is to provide early warning of cyber threats, and cyber threat Intelligence assessments.

SAF C4 & Digitalisation Command (SAFC4DC)

The existing SAF C4 Command will evolve into the SAF C4 & Digitalisation Command (SAFC4DC), to include Digitalisation as a mission. The SAFC4DC will consolidate software and hardware capabilities under a single command and this will allow the SAFC4DC to accelerate and integrate efforts across the SAF’s digital technology stack to deliver end-to-end digitalisation outcomes.

Following the transfer of CDG to DCCOM, SAFC4DC will bring the Digital Ops-Tech Centre (DOTC) which comprises in-house engineering and product development capabilities under its command, together with three existing entities: (i) C4 Operations Group (C4OG) which is responsible for operating and managing the SAF’s strategic networks and resources; (ii) Operations Support IT Group (OSIG) which is responsible for planning, developing and managing MINDEF/SAF’s Operations Support Information Technology; and (iii) SAF Artificial Intelligence (AI) Centre that was established in 2024 to catalyse AI innovations, accelerate AI adoption, and grow organic AI expertise for the SAF. SAFC4DC will partner the Defence Technology Community, WoG digital agencies, academia, and industry, to remain innovative in its approach and culture towards digitalisation.

DCCOM and SAFC4DC Workforce

In addition to the existing vocations under the Military Domain Expert Scheme (MDES) and the Defence Executive Officer (DXO) scheme, both the DCCOM and SAFC4DC will continue to leverage National Servicemen to develop their workforce. Operationally Ready National Servicemen (NSmen) with matching talents and relevant civilian expertise can express interest to serve in the DIS through the Enhanced Expertise Deployment Scheme. Full-time National Servicemen (NSFs) with suitable skills can participate in DIS-related Work-Learn Schemes (WLS) where they will be able to undergo military training and serve NS while attaining academic credits that will contribute to the completion of a relevant university degree.
